The Free Agentic Publication Digester builds its daily digest only from official federal publication channels. This page is the source directory: every source the project ingests, plans to ingest, or has evaluated, rendered from the registry (sources/registry.yaml) that governs the pipeline's scope. Entries are never deleted — a source that refuses automated access stays listed, because the refusal is part of the coverage record.

They are counts of items we recorded and of requests we made, taken mechanically from the pipeline's own databases at build time. They are not a measurement of any agency, department, or publisher, and no label below is a judgement about one.

Days and the 24 hourly segments inside each day are on Eastern time (Washington, D.C.), the publication clock — the same days the digests cover; the stored stamps behind them remain UTC. On the two nights a year that clock shifts, one wall-clock hour holds two hours of activity or none, and the day states its hour count (23 or 25) instead of hiding it.

Thresholds, so any label can be checked against the numbers on its card: the window is the last 14 days; a source with no item for more than 7 days is quiet; ingestion is degraded when 10.0% or more of our requests returned no content (counted only once at least 5 requests were made), or when the collector recorded 3 or more consecutive failed cycles. "Most recent item" looks back up to 180 days. Every window and every bar is bounded by publication days on Eastern time (Washington, D.C.); the stored request stamps remain UTC.

Counts are of our own requests, retries included. A 4xx or 5xx is the server declining to return content — that may be load, maintenance, on-demand generation, or a limit the publisher sets, and we cannot tell which from outside. Nothing here is a measurement of the publisher.

The cited link is the www.congress.gov bill page, which answers 403 to our identified client (verified on three bill URLs) — hence wants_article() is False: we ingest what the API offers and never force what the website refuses. Sending sort as a pre-encoded 'updateDate%2Bdesc' made the service return ASCENDING order (records from 1995), so the parameter is passed with a literal space and the order is verified by reading dates, never assumed.

So the correct registered address is the feed directory, not a feed: one registry entry cannot represent this source honestly. Left planned. The right shape is a fan-out — one entry per program feed, starting with the market-sensitive ones (empsit, cpi, ppi, jolts, eci, realer) — or a multi-feed adapter; either is a new-source decision, not a URL correction. Note for whoever picks it up: bls.gov returns 403 to unidentified fetchers but 200 to ours, so read its documentation through AgencyClient. Re-probe through scripts/check_sources.py, 2026-07-31: verdict html-only against the feed directory — HTTP 200, 66 KB, 7,591 characters — which is the accurate verdict, because the registered address is a catalogue of feeds and not a feed.
