Source: United States Courts Opinions (USCOURTS): opinions observed 2026-08-18 by our collector; each opinion states its own issue date beside its listing (how our clocks work).
Completeness disclosure (standing): USCOURTS carries opinions from approximately 140 participating appellate, district, bankruptcy, and national federal courts. Unlike the Congressional Record and the Federal Register, which are the complete official record of their branches, USCOURTS is participation-based and is NOT the complete federal judicial record. - In plain terms The Eleventh Circuit upheld the lower court's judgment, finding that dismissing two defendants in a premises liability case was harmless since a jury already ruled against plaintiffs on similar claims.

The appeal concerned a district court's order denying a motion for partial summary judgment and granting a cross-motion for summary judgment. The appellate court determined the district court's order was not a final judgment because claims against other defendants remained pending and it did not qualify for immediate appeal under the collateral-order doctrine.
- In plain terms The Eleventh Circuit Court of Appeals dismissed an appeal for lack of jurisdiction, ruling the district court's order was not a complete decision as claims against other defendants remained, and it did not qualify for immediate appeal.

The petitioner, convicted of murder-for-hire, alleged an Apprendi violation related to his life sentence, arguing the jury was not instructed on the "death results" enhancement. United States Court of Appeals for the Tenth Circuit
- United States v. Clements (No. 24-02171; filed 2026-08-17) — The Tenth Circuit Court of Appeals addressed an appeal by Kevin Dwight Clements, who argued against the district court's denial of a pretrial motion to dismiss a criminal charge and challenged the admissibility of certain testimony. The court determined that Clements lacked standing to challenge the denial of his pretrial motion concerning a firearm possession charge because that specific charge was dismissed after the trial, resulting in no conviction or sentence for that count. The court also rejected challenges to a firearm possession statute for felons based on precedent and affirmed the admissibility of testimony under Federal Rule of Evidence 413(a).
- In plain terms The Tenth Circuit addressed Kevin Dwight Clements' appeal, finding he lacked a legal right to challenge a dismissed firearm possession charge, rejecting statutory challenges, and affirming testimony admissibility.

Williams (No. 25-03067; filed 2026-08-17) — The Tenth Circuit Court of Appeals affirmed a district court's sentence that included conditions of supervised release requiring Edwin Williams, Jr., to contribute to the cost of court-ordered medical treatment. The court first ruled that Williams's challenge to the statutory authority for these payment conditions was ripe for judicial review. The court then held that 18 U.S.C. § 3583(d) grants sentencing courts discretion to impose such special conditions of supervised release, provided they meet the statutory requirements.
- In plain terms The Tenth Circuit affirmed Edwin Williams, Jr.'s sentence, which requires payment for court-ordered medical treatment during supervised release, ruling the challenge ready for review and allowed by 18 U.S.C. § 3583(d).

United States Court of Appeals for the Third Circuit
- USA v. Jose Torres (No. 23-02916; filed 2026-08-17) — The United States Court of Appeals for the Third Circuit issued an opinion affirming the conviction and sentence of Jose Torres for violations of the Mann Act, 18 U.S.C. § 2422(a). Torres was convicted of knowingly persuading, inducing, and enticing four women to travel from out of state to New Jersey to engage in prostitution. The court found sufficient evidence to sustain the convictions, rejected arguments that the statute was unconstitutionally vague as applied, and concluded that the district court properly revoked Torres's right to self-representation.
- In plain terms The Third Circuit affirmed Jose Torres's conviction and sentence for violating the Mann Act, finding enough evidence, rejecting claims the statute was vague, and ruling his right to self-representation was properly withdrawn.

Jose Tavares (No. 25-01489; filed 2026-08-17) — The United States Court of Appeals for the Third Circuit affirmed the conviction and sentence of Jose Tavares for conspiracy to obtain COVID-19 unemployment benefits by fraud. Tavares challenged the district court's decision to admit his proffered statements, arguing that his opening statement did not trigger the waiver provision in his proffer agreement. The court held that defense counsel's opening statement, which advanced a factual theory inconsistent with Tavares's admissions, properly allowed for the introduction of those statements.
- In plain terms The Third Circuit affirmed Jose Tavares's conviction and sentence for COVID-19 unemployment fraud, ruling his lawyer's opening statement, inconsistent with Tavares's admissions, properly allowed his previous statements to be used.

- Tianjin Magnesium International Co., Ltd. et al v. United States (No. 1:25-cv-00002; filed 2026-03-13) — The United States Court of International Trade issued an opinion and order on March 13, 2026, concerning an antidumping duty administrative review for pure magnesium from the People's Republic of China. - In plain terms On March 13, 2026, the Court of International Trade partly upheld and partly sent back Commerce's antidumping review for Chinese magnesium, finding errors in Bulgaria's production assessment.

- Axle of Dearborn, Inc. v. Department of Commerce et al (No. 1:25-cv-00091; filed 2025-07-28) — The U.S. Court of International Trade denied Axle of Dearborn, Inc.'s motion for a preliminary injunction against the President's rescission of the de minimis exemption for goods from China. The court determined that relief for the plaintiff was already addressed in a separate, related case, V.O.S. Selections, Inc. v. United States, where an injunction had been issued and subsequently stayed pending appeal. Consequently, the court stayed the remainder of the current case pending final resolution of the V.O.S. Selections, Inc. appeal.

- Axle of Dearborn, Inc. v. Department of Commerce et al (No. 1:25-cv-00091; filed 2026-08-13) — The U.S. Court of International Trade denied Axle of Dearborn, Inc.'s motion for partial summary judgment and granted summary judgment to the defendants on Counts I and II of the plaintiff's complaint. The court found that the International Emergency Economic Powers Act (IEEPA) authorizes the President's rescission of the de minimis exemption because the exemption creates a "privilege" that can be nullified or voided. Additionally, the court concluded that the Administrative Procedure Act does not apply to the ministerial agency actions implementing the President's directive.

38 release(s) above arrived through more than one ingestion channel and are each listed once, marked "Corroborated" in place. Every arrival is captured, hashed, and counted in the Coverage Statement — the merge is presentation, not omission.
Also observed this day, not listed above: 21 release(s) the agencies date on other days (feed backfill from newly activated sources). Excluded under AGENCYPR-EX-01; counted in the Coverage Statement; captures preserved.
7. Recorded Votes
Roll-call votes the chambers themselves record on 2026-08-18, in vote-number order. Every recorded vote in the window is listed: selection is by existence, not by importance, and no rule here prefers one question over another. Tallies and member positions come from the chamber's own published vote record, captured and hashed like every other source. This is the chambers' vote record itself; section 1.3 lists the Congressional Record granules in which votes were printed.
No recorded votes dated this day were observed.
8. Bill Actions
What the chambers did with individual measures on 2026-08-18, as the Library of Congress's own bill-status record states it. Every action in the ingestion window is listed, in bill-designation order: selection is by existence, not by importance, and no rule here prefers one measure over another. Section 2 lists the text of bills published this day; this section lists what happened to them.
Publication lag: the record dates an action by the day the chamber took it and publishes it the following morning, so this section fills in after the day it describes has ended — the same lag the judicial section carries, and it is restated under Known gaps.
No bill actions dated this day were observed.
9. Presidential Actions
Source: the Executive Office of the President, as published on whitehouse.gov and observed 2026-08-18. These are the President's own instruments — executive orders, proclamations, memoranda — carried here as the White House published them, days before the Federal Register compiles them into section 3.
Register (GUIDE §2): titles are the publisher's words and appear verbatim; any prose of ours about them is attributed, exactly as it is for agency releases. This section states what the White House published, never whether it was significant.
9.1 Executive Orders
No executive orders were observed this day.
9.2 Proclamations
- Temporary Suspension of Additional Duties to Offset Canadian Discrimination Against the Commerce of the United States with Respect to Alcoholic Beverages, Dairy, and Motor Vehicles (opens in a new tab) — This Presidential Proclamation temporarily suspends additional ad valorem duties previously imposed on certain imports from Canada, specifically for alcoholic beverages, dairy, and motor vehicles. These duties were enacted based on findings of Canadian discrimination against U.S. commerce, as outlined in prior proclamations. The suspension is effective for three days, moving the duties' re-imposition date from August 19, 2026, to August 22, 2026, a determination made in consideration of ongoing negotiations and Canada's expressed commitment to address the issues.
- In plain terms This Presidential Proclamation suspends additional value-based taxes on Canadian alcoholic beverages, dairy, and motor vehicles for three days, moving the re-imposition date from August 19, 2026, to August 22, 2026.

9.3 Presidential Memoranda

9.4 Other Presidential Actions
No other presidential actions were observed this day.
9.5 Nominations and Appointments

Methodology
Selection rules, summarization prompts, and thresholds are versioned in this repository and identified by the pipeline version in the header (06a4b12). Editorial principles — primary sources only, opinion-agnostic prose, mechanical party-blind selection, full coverage accounting — are defined in GUIDE.md §2. Ruleset in effect: prompt version 2; plain-language version 2. To reproduce this digest: re-run the report stage against the extracted records for 2026-08-18; no upstream re-fetch is required (GUIDE.md §5).
Filing note (2026-08-06, standing): digests from 2026-08-06 file govinfo packages under their day of first observation — FAPD's three clocks are explained in the FAQ. The Federal Register files under its cover date, on which it is legally published. Digests before 2026-08-06 filed by each document's own date; the two Congressional Record issues observed 2026-08-04/05 (proceedings of 08-03/08-04) fell between the freeze and this change and appear in no digest — disclosed here, not backfilled.
"In plain terms" lines are model-generated restatements of the stored summaries, derived only from the summary text shown beside them; items without one had no usable restatement. ALL-CAPS source headings are case-normalized for display; original casing is preserved at the source link. Term definitions above are static, repo-versioned prose.
