Day in Review
The Federal Register carried 98 documents, including two presidential documents. The President issued a determination under Section 101 of the Defense Production Act of 1950 designating recoverable critical minerals and materials — black mass, end-of-life rare-earth permanent magnets, and mineral-containing waste and scrap — as scarce and critical to national defense, and issued a permit dated July 30, 2026 authorizing Cameron County, Texas, to own, operate, and maintain the Brownsville and Matamoros Bridge at the port of entry on the U.S.-Mexico border.
Of 25 final rules, 16 came from the Pipeline and Hazardous Materials Safety Administration, amending the Hazardous Materials Regulations on aerosol definitions, limited-quantity markings, electronic recordkeeping, special-permit adoptions, and lithium-battery quantities. Others set Medicare inpatient prospective payment rates, revised National Science Foundation Title VI regulations, implemented Framework Adjustment 72 for Northeast multispecies fisheries, established pesticide tolerances for isofetamid, and extended enforcement discretion under the air-travel wheelchair rule. Six proposed rules covered child restraint anchorage phase-in dates, Wilmington, North Carolina airspace, Federal Reserve Regulations MM and O, Access Board FOIA procedures, and a Federal Trade Commission rulemaking petition. Agencies published 65 notices and 215 press releases.
Six federal district court opinions were issued.

FEDERAL RESERVE SYSTEM
- Regulatory Modernization and Relief for Mutual Holding Companies (2026-15774; 12 CFR Parts 217 and 239) — The Board invites comment on a notice of proposed rulemaking (proposal) to modernize the regulatory framework applicable to mutual holding companies (MHCs), primarily through proposed revisions to Regulation MM (12 CFR part 239), which governs the formation, operations, activities, and conversion of savings and loan holding companies in mutual form. The proposal would amend Regulation MM by, among other things, eliminating certain dividend waiver requirements, reducing burden associated with conversions from mutual-to-stock form, revising certain post-conversion restrictions, eliminating the requirement that subsidiary holding companies of MHCs obtain federal charters, and revising and clarifying other provisions of the regulation. The proposal also would amend the capital rule (12 CFR part 217) to clarify that certain mutual capital instruments may qualify as regulatory capital and to codify model term sheets for mutual capital certificates as appendices to the regulation. Action: Notice of proposed rulemaking. Dates: Comments must be submitted by October 5, 2026.

The proposed amendments would update and modernize the regulation, increase transparency by clarifying requirements and incorporating existing interpretations, and promote efficiency by reducing regulatory burden. The proposed amendments also would incorporate existing statutory requirements that are not currently reflected in the regulation. Moreover, the proposed amendments would update several outdated dollar-based thresholds in Regulation O and index these thresholds going forward. In addition, the proposed amendments would address the application of Regulation O to member banks that lend to companies that are presumed to be controlled by large asset management companies through passive investment funds. Finally, the proposed amendments would revise and reorganize the regulation to streamline the text and make it more accessible. Action: Notice of proposed rulemaking with request for public comment. Dates: Comments must be submitted on or before October 5, 2026.

33 release(s) above arrived through more than one ingestion channel and are each listed once, marked "Corroborated" in place. Every arrival is captured, hashed, and counted in the Coverage Statement — the merge is presentation, not omission.
Also observed this day, not listed above: 19 release(s) the agencies date on other days (feed backfill from newly activated sources). Excluded under AGENCYPR-EX-01; counted in the Coverage Statement; captures preserved.
7. Recorded Votes
Roll-call votes the chambers themselves record on 2026-08-04, in vote-number order. Every recorded vote in the window is listed: selection is by existence, not by importance, and no rule here prefers one question over another. Tallies and member positions come from the chamber's own published vote record, captured and hashed like every other source. This is the chambers' vote record itself; section 1.3 lists the Congressional Record granules in which votes were printed.
No recorded votes dated this day were observed.
8. Bill Actions
What the chambers did with individual measures on 2026-08-04, as the Library of Congress's own bill-status record states it. Every action in the ingestion window is listed, in bill-designation order: selection is by existence, not by importance, and no rule here prefers one measure over another. Section 2 lists the text of bills published this day; this section lists what happened to them.
Publication lag: the record dates an action by the day the chamber took it and publishes it the following morning, so this section fills in after the day it describes has ended — the same lag the judicial section carries, and it is restated under Known gaps.
No bill actions dated this day were observed.

Methodology
Selection rules, summarization prompts, and thresholds are versioned in this repository and identified by the pipeline version in the header (b7066c8). Editorial principles — primary sources only, opinion-agnostic prose, mechanical party-blind selection, full coverage accounting — are defined in GUIDE.md §2. Ruleset in effect: prompt version 2; plain-language version 2. To reproduce this digest: re-run the report stage against the extracted records for 2026-08-04; no upstream re-fetch is required (GUIDE.md §5).
"In plain terms" lines are model-generated restatements of the stored summaries, derived only from the summary text shown beside them; items without one had no usable restatement. ALL-CAPS source headings are case-normalized for display; original casing is preserved at the source link. Term definitions above are static, repo-versioned prose.
